Ecological activity of the Company is exercised according to effective legislation of the Russian Federation and its constituents in compliance with federal and regional documents.

Ecological activity of the Company is exercised within the integrated uniform Policy of OAO TATNEFT in the field of industrial safety, labor safety and environmental protection (approved by the order of OAO TATNEFT No. 10 as of January 21, 2008).

New versions of the following corporate system-wide documents came into effect in 2008:

• Manual for integrated management system of industrial safety, labor safety and environmental protection of OAO TATNEFT;
• Procedure for management of industrial risks of OAO TATNEFT;
• Manual for internal audit of integrated management system of industrial safety, labor safety and environmental protection in OAO TATNEFT;

Ecological safety and environmental activity of the Company are regulated by a special corporate Ecological program for the period of 2000-2015. The program is aimed at maintenance of environmental condition of TATNEFT activity regions at the admissible level corresponding to potentiality of self-recovery of natural ecological systems.

The program provides for further reduction of the failure rate of technological equipment and exclusion of negative impact of production on environment, minimization of harmful emissions resulting from implementation of new technologies, reduction of loads on the basis of permanent renovation of fixed assets, and construction of special nature-protection facilities. The program includes a set of organizational and technical activities, including implementation of wide industrial ecological control in the area or operation of Company's divisions and training of the workers of environmental departments.

The Company’s HSE priorities are:

• Improvement of ecological and industrial safety of hazardous production facilities through safe and fault-free operation of the process equipment, application of efficient methods for technical diagnostics of the equipment;
• Identification and evaluation of the industrial hazards and risks, mitigation of industrial risks;
• Increase in efficiency of supervising compliance with the requirements of industrial and ecological safety at production facilities ;
• Reduction of negative impact on the environment through application of novel technologies, equipment, and materials, improvement of process automation control;
• Natural resources management, minimization of hydrocarbons losses.

To meet these objectives, the Company commits itself to:

• Comply with the current legislation, as well as industry, corporate, and local regulatory requirements with respect to health, occupational safety, and environment protection, and all other requirements to which the Company has committed itself;
• Identify and evaluate industrial hazards and risks, plan for risk management and risk mitigation actions;
• Seek solutions for identification and elimination of hazards at working places;
• Make every effort to prevent environment pollution;
• Take all possible steps to prevent incidents and emergencies. In case of incidents or emergencies the Company will make efforts to mitigate negative impact on the environment;
• Take measures to prevent occupational injuries and occupational diseases;
• Conduct training and advanced training of the Company’s employees on HSE issues to enhance employees’ capabilities;
• Require from contractors performing works at the production facilities of the Company to comply with current HSE requirements of OAO TATNEFT;
• Maintain open discussions with all parties, interested in the Company’s HSE policy;
• Achieve and continuously improve the Company's performance indicators in the field of health, occupational safety, and environment protection;
• Maintain and continuously improve the Company’s HSE management system;
• Ensure compliance of the Company’s integrated HSE management system with ISO 14001:2004 and OHSAS 18001:2007 standards;
• Report to the public on its activities regarding health, occupational safety, and environment

This policy is pursued by all structural units and affiliate companies of OAO TATNEFT.
