Shafagat Takhautdinov, General Director of OAO TATNEFT, topped the rating of the business elite of the Republic of Tatarstan in the fourth quarter and the whole year of 2011.

The final rating reflected both the economic processes taking place in Tatarstan and the Russian Federation and the events of social and political nature.

The TOP-100 of the business elite of the Republic has been compiled since 2008 by the Center of Analytical Research and Development, which is a leading sociological company of the Republic of Tatarstan, jointly with the "Paradigma Consulting" Company under the order placed by the "Business Online" newspaper. A methodology based on the experts' opinion from Kazan and Naberezhnye Chelny representing the business community, authorities and media has been specifically developed for the rating of the business elite of Tatarstan. The experts estimate the TOP-100 influential players by six criteria: managerial professionalism, reputation among colleagues, the importance of the enterprise to the Republican economy, lobbying capabilities, influence on the media and the successfulness of the anti-crisis measures taken by the Company.
