OAO TATNEFT attaches particular importance to saving resources, including the issues of energy conservation. The Company has developed and approved the "Program of Energy Efficient Economy” in accordance with the laws of the Russian Federation and the Republic of Tatarstan. The Program aims at reducing consumption of fuel and energy resources (FER) for the entire technological chain of oil production. One of the objects of this program is energy saving for 2010-2020. The program covers the period from 2000 to 2010. The program is designed in order to achieve cost saving in the amount of at least 34.8% of the energy resources relative to the baseline consumption in 1999. During the last year, reduction of energy resource consumption was 33.4% relative to the Company’s consumption in 1999.

For implementing the Program of Energy Efficient Economy a methodology for collection, summarizing, analysis and evaluation of the developed energy saving measures was worked out and enacted in April 2009.
Development and approval of the specific consumption rates of energy resources by the type of resources and oil production processes is one of the main stages of the Program.
The task of saving resources is annually set for each oil and gas production division, based on distribution of the planned target for OAO Tatneft taking into consideration the previous years achievements to reduce specific consumption of fuel and energy resources needed to produce marketable products.

About 1.7 million tons of reference fuel, accounting for 19% of the resources consumed, were saved as a result of the activities under the Energy Efficient Economy Program during the last 10 years.

The most significant result of the work in the field of energy saving was the fact that with the growth of oil production and water cut the energy resource consumption is steadily declining.

Distribution by the type of energy resources is as follows:

  • electric power saving amounted to more than 185 thousand tons of reference fuel,
  • boiler and furnace fuel saving was 1.3 million tons of reference fuel.

Saving of fuel and lubricants was achieved through streamlined fuel and lubricants rationing mechanism, accounting and control of their use. The main activities in this area are: optimization of transport, introduction of auto-route navigation systems.

The main source of financing for energy efficiency in OAO TATNEFT is the Company’s own funds. Implementation of this program since 2006 resulted in total resource saving in the amount of more than 5 billion rubles in monetary terms. The labor saving carried out in OAO TATNEFT since 2006 amounted to more than 5 million man-hours.

This is ensured by increasing labor productivity, optimizing management processes and improving production organization. It is worth noting that a significant effect in labor saving was achieved as a result of restructuring OAO TATNEFT’s divisions.

Resource Saving Program of OAO TATNEFT for 2010 -2020

A promising resource saving program being implemented by the Company at present is a qualitatively new stage of the Program of Energy Efficient Economy. The resource saving program of OAO TATNEFT is being formed for the first time ever. The program covers the period from 2010 till 2020 and is a stage-by-stage plan of implementation of measures for rational exploitation and economical usage of resources, which includes the goals of resource conservation, i.e. the planned figures to be achieved through implementation of measures for resource conservation, including timing of implementing the measures, implementation volumes and persons responsibility for performance. The program’s objectives are harmonized with the goals of the "State program of energy saving and energy efficiency increase for the period until 2020”. The program is based on understanding of each element of the system, built with the aim of saving and thrifty use of resources in production activities.
The priority among the resource saving activities is given to the activities resulting in quick pay-off and the lowest costs.

The program implementation will ensure:

  1. Reduction in the absolute consumption of energy resources by at least 7.4% in the first stage (2015) and by 13.5% in the second stage (2020) with respect to 2007 level.
  2. Own production of electricity by 2020 in the amount of up to 10% of the total electric power consumption in 2020.
  3. Compensation for the increased costs resulting from: growth of rates for energy resources, increase of wages.
