HR Management Policy

The Company's employees are the main asset of OAO TATNEFT and a key resource in implementing the corporate strategy. This assessment of the role of human resources provides the basis for the Company's human recourses management policy.

The Company employs an integrated system of HR management aimed at maintenance of high professional level of workers and specialists working in all areas of the Company activities, including maximally effective attraction of human resources, increase of qualification level of the personnel on a continuous basis, strengthening of
general motivation of the Company's personnel and provision of adequate living standards for each employee. The personnel management policy of OAO TATNEFT
aims at maintaining the status of the best employer in the regional market for workers with the skills and motivation to generate the maximum benefit for the Company.
All provisions of the personnel management policy are uniform and binding for the Company and other companies of TATNEFT Group, as well as for each of its employees.

Headcount of Staff Working in TATNEFT Group

Structure of manpower is distributed between the main segments of Company’s business: oil and gas production, oil service, oil and gas refining, petroleum chemistry,sale of oil and oil products, and it also includes business management and support complexes, science, as well as science/research and social areas. The total number of employees of TATNEFT Group (of companies consolidated in reports according to US GAAP standards) amounted to over 71 thousand persons in 2009. Change of the total number of staff and their quantity by the main segments is connected with the Company’s development in general and with the restructuring program aimed at increasing the management efficiency in respect of industrial activity and manpower.
Taking into account the outside service complex, the Company provides for about100 thousand working places.

Structure of Staff Working in OAO TATNEFT

The average headcount of staff working in OAO TATNEFT amounted to 23,411 persons as of the end of 2009. 58% and 17% of the total number of workers are involved in the main activity: oil and gas production and oil servicing, respectively. 9% of the personnel are engaged in oil and gas processing and 4% of the personnel are engaged in the areas of management and business support and science/research. 1% of the total headcount is engaged in sales and the social sphere accounts for 7% of employees.
