The standard was developed in 2006 and introduced in 2007 for ensuring efficient management of the process of drilling new wells.

Within the frames of the standard, the following procedures are developed and approved:

  • instructions on the content and order of working out, reconciliation and approval of the design and estimate documentation for well construction;
  • norms and estimate costs;
  • the Smeta Bur software, and other documents.

Use of individual projects and estimates in the drilling process management

As a result of the standard introduction, a tool was developed, which allows:

  • determination of the normative labor intensity and estimate cost of wells;
  • control over duration and cost of wells;
  • correction of the normative base;
  • evaluation of the drilling efficiency with respect to the types of wells and areas, as well as evaluation of efficiency of application of new technologies;
  • control over the drilling quality in acc. with the design and estimate documentation;
  • introduction of a tool for stimulation of the Production Board and the Drilling Office for drilling efficiency;
  • formation of annual limits for drilling investment sources.

The whole scope of works for production drilling (305 wells) was accepted on the basis of the design and estimate documentation in 2007.

  • Economic impact amounted to RUR 335.7 million, incl. RUR 150.5 million due to reduction of the cost of the first meter of penetration.
  • An additional investment program for production drilling to the amount of RUR 314.8 million with penetration of 30.3 thousand meters, providing for additional oil production in the amount of 729.6 thousand tons within the effect time, was developed at the cost of saving.
  • Commercial speed of production drilling in the territory of the Republic of Tatarstan increased by 10.1%.
  • Cost of one meter of penetration reduced by 3,2%.

Further planned application of the standard:

  • stimulation of increase in the commercial drilling speed with allowance for drilling quality
  • improvement of time norms and normative values of cost;
  • organization of works for changing-over to individual cost estimates for drilling production wells outside the Republic of Tatarstan, and exploration wells – both inside and outside the territory of the Republic of Tatarstan.
