TATNEFT put this factory into operation in December 2009 with investments in this project amounting to $ 500 million. The products of this new factory are truck and bus tires. The rubber compounding technology provides for usage of a large proportion of natural rubber and silica ensuring high quality of the products. Production of this kind in full extent has never been implemented by any of the domestic tire producers in Russia. As of today, this project is by far the most promising avenue in the tire manufacturing business. Practice shows that consumption of SSC-tires in the European countries accounts for up to 90% of the total consumption of truck and bus tires. SSC tires are characterized by high durability and reliability, allowing to increase the loading capacity by 8%. Possibility of threefold retreading increases the running capacity of tires up to 500 thousand kilometers. The average vehicle fuel economy goes as high as up to 15%. The tires fully comply with European environmental standards. Meanwhile, the Russia's tire manufactures experience ever-increasing pressure from foreign competitors, supplying low quality and second hand products at dumping prices. These tires ensure up to 15% lower fuel consumption, and they have a greater margin of safety and security allowing up to three times restoration of the worn tread, which increases the tires run up to 500 thousand kilometers. The new tires of Tatneft tire manufacture are in line with a new economic situation: the running performance of the tires corresponds with the best foreign models, while their price is slightly lower. Independent oil companies produced 1,063.9 thousand tons of crude oil, which is 4.5 thousand tons more than the amount produced in 2009 (100.4%).<b>Oil production </b> The volume of crude oil produced in the Republic of Tatarstan in February amounted to 2,487.7 thousand tons accounting for 100.4% versus February 2009. The amount of 4,066.5 thousand tons was delivered with the above-the-plan delivery amounting to 63.4 thousand tons. <b>Drilling</b> Conventional Drilling The total penetration during a two months period of 2010 amounted to 114.2 thousand meters (109.2 thousand meters in 2009): 97.4 thousand meters (99.1 thousand meters in 2009) were penetrated for OAO TATNEFT, including 93.2 thousand meters of production drilling and 4.2 thousand meters of exploratory drilling; 4.8 thousand meters (5.4 thousand meters in 2009) were drilled for the OAO TATNEFT subsidiary companies, including 3.6 thousand meters of production drilling and 1.2 thousand meters of exploratory of drilling; 12.0 thousand meters (4.7 thousand meters in 2009) were drilled for the joint ventures and independent oil companies, including в 10.8 thousand meters of production drilling and 1.2 thousand meters of exploratory drilling.. 71 wells (45 wells in 2009) were constructed and handed over to customers and out of this amount 37 wells (32 wells in 2009) were constructed for OAO TATNEFT, including 36 production wells and 1 exploration well; 3 wells (2 wells in 2009) were drilled for the OAO TATNEFT subsidiary companies, including 3 exploration wells; 31 wells (11 wells in 2009) were penetrated for the joint ventures and independent oil companies, including 29 production wells and 2 exploration wells. Drilling in the Old Well Stock Total penetration of laterals and horizontal wellbores for two months of 2010 amounted to 4.1 thousand meters (4.8 thousand meters in 2009): 2.7 thousand meters (3.0 thousand meters in 2009) were penetrated for OAO TATNEFT, 1.4 thousand meters (1.8 thousand meters in 2009) for the joint ventures and independent oil companies. 9 wells (14 wells in 2009) were handed over to customers, including 6 wells delivered for OAO TATNEFT and 3 wells (3 wells in 2009) for the joint ventures and independent oil companies. In 2010, 44 drilling crews performed drilling operations with application of traditional drilling techniques. 8 drilling crews were engaged in drilling laterals and horizontal wellbores with 5 of them drilling for NGDUs (Oil and Gas Production Boards) OAO TATNEFT and 3 crews performed drilling for outside companies. Penetration per drilling crew for 2010 amounted to 2,577 meters, while in 2009 the penetration per crew amounted to 2,182 meters. 4.8 thousand meters were penetrated out of the Republic of Tatarstan. 9.5 thousand meters were penetrated in horizontal wells and multi-branched downhole splitters. <b>Well Workover</b> 807 well remedial operations were performed in February 2010 and 1,426 well remedial operations were performed during the period of two months. (1,599 wells during 2 months of 2009). 12 well repair operations were performed in OOO Tatneft-Samara, including 8 well remedial operations and 4 well workover operations. The workover operations were performed at 393 wells during 2 months of 2010 (211 wells in February), including production string sealing in 68 wells; shutting-off individual layers and recompletion in other intervals in 50 wells; transfer of the wells into different categories and wells completion for injection in 18 wells; failure liquidation and cleaning of the electrical cable and bottom hole areas in 50 wells. 121 wells were worked over with application of coil tubing (72 wells in February), including 24 wells worked over through the annulus.. Formation hydrofracking operations were performed at 33 wells (23 wells in February). The cumulative incremental recovery amounted to 3,140 thousand tons. 3 slim holes were drilled and completed for OAO TATNEFT during 2 months of 2010. Two crews are now engaged in construction of the wells: one well in NGDU Aznakaevskneft and another one in NGDU Prikamneft. Works on oil recovery enhancement were performed at 360 wells (220 wells in February), including chemical treatment methods applied at 212 wells. The incremental oil production resulting from application of the enhanced oil recovery methods amounted to 847 thousand tons with the chemical methods accounting for the production of 407 thousand tons. Incremental oil production from the beginning of the systems operation exceeded 1.1 million tons with the average increase in production rate per well amounting to 3.7 tons per day. In addition, the technology of dual completion and injection (DCI) was implemented at 135 injection wells. In the process of implementation and operation of wells with DCP is continuously being improved in view of the equipment, as well as the technologies applied. Additional 170 DCP systems have been scheduled for installation in 2010 with introduction of DCI technology at 93 injection wells. The strategic goal is to reach the amount of 1 million tons of oil annual production through application of these technologies. Application of DCP and DCI technologies allows to: - produce concurrently from a number of targets with different reservoir parameters and reservoir fluid properties; - improve profitability of individual wells through the involvement of other development targets or different layers of the same target with varying productivity; - reduce the amount of drilling through the use of one wellbore and the arrangement of simultaneous (concurrent) production of crude oil from different layers with application of one well spacing pattern; Manufacturing of the equipment has been arranged at the sites of the service companies OOO TMS-group Management Company and OOO Systema-Service Management Company * The Company produced 25.85 million tons of crude oil from its fields in 2009. The essence of these works implies an integrated approach to formation and improvement of the oil collection, transportation and treatment system at the Arkhangelskoye field, where a quarter of the NGDU's production comes from more than 400 wells.At the base of NGDU (Oil & Gas Production Board) Yamashneft OAO TATNEFT completed experimental works to improve schemes and technologies generally accepted in the oil industry. The essence of these works implies an integrated approach to formation and improvement of the oil collection, transportation and treatment system at the Arkhangelskoye field, where a quarter of the NGDU's production comes from more than 400 wells. Introduction of multiphase pumps allowed to abandon application of bulky and metal intensive facilities to collect and transport crude oil and perform combined collection and transportation of crude oil and associated petroleum gas (APG) through the existing pipeline system without construction of additional pipelines for gas gathering. In addition the NGDU started to use the APG for crude oil treatment and electricity generation. According to the calculations made by TatNIPIneft R&D Institute (a structural division of OAO TATNEFT) the construction cost of gas gathering networks for the fields of Yamashneft would have exceeded 1 billion rubles with a payback period of 20 years. Accordingly, the production facilities operate under a new scheme which provided for extinguishing 4 out of 5 flares (the remaining one acts as an emergency flare pilot). Utilization of the associated gas in the NGDU is twofold: improvement of the crude oil preliminary treatment quality and generation of electric power with application of gas engine generation plants. There are 5 gas electric power generation plants with total capacity over 1 MWt operating in the fields of Yamashneft at present. 130 wells with annual production volume in the amount of 135 thousand tons are connected to the plants. The volume of gas utilized here will amount to 3.2 million cubic meters per year with electricity generation in the amount of more than 6 million kilowatt-hours. The electrical power production cost is 2 times cheaper versus the one purchase from the market. The payback period is 4 years. A similar system is in operation already now at the Alexandrovskoye field in OOO Tatneft-Samara Company. Lighting of the central street in Ersubaykino village of the Almetevsk Region is also powered from such a facility. As a result of this work more than one third of the produced gas volume is used for the needs of Yamashneft against 4.5% in 2000. Yamashneft Oil & Gas Production Board future plans provide for reconstruction work of the sludge treatment installation with application of APG in technological processes. Today, the total gas utilization in TATNEFT is about 95%. In 2009, the Company developed and launched a comprehensive program to further improve the utilization of associated gas. At the display stands of TATNEFT Nikolay Kut'in was particularly interested in samples of the Company's corrosion-resisting tubular products, as well as in the other developments in the field of environmental and industrial safety. The main speaker at the meeting was Boris Petrov, Head of the Volga Rostekhnadzor Administration. According to his information the accident rate at the power engineering facilities reduced 10-fold in 2009 versus the year 2005, and the accident rate at the industrial enterprises reduced 2-fold. Rustam Minnikhanov noted that Tatarstan is a Republic with intensive technogenic load due to the presence of many large enterprises in oil production, refining, pipelines, and it is impossible to provide for the issues of technological security, reduction of technogenic impact on the environment without systematic work. According to the head of the Government of the Republic of Tatarstan today large industrial companies do a lot in their power to reduce human impacts on the environment. Rustam Minnikhanov identified reduction of flaring the associated gas as a separate subject, which the Republic has to work on. He noted that TATNEFT now recycles 95% of associated gas, while the small oil companies still face serious work in this direction. This system has been certified for compliance with international standards ISO 14001:2004 (environmental management system) and ONSAS 18001:2007 (occupational health and safety). The Company spends significant funds (about 4 billion rubles in 2009) for implementation of programs of environmental safety and rational use of natural resources. The Company has implemented the "Program of OAO TATNEFT in industrial and occupational safety to prevent injuries, reduce the risk of accidents and unplanned losses for 2007-2009" for the purpose of meeting the requirements of international standard ON8A8 18001. The purposeful work of oilmen aimed at reducing emissions in the atmosphere since 2006 has resulted in "zero" percentage of excessive hydrogen sulfide content in the air in the populated localities of the south-eastern part of Tatarstan. TATNEFT planted more than 395 thousand plants, including more than 43 thousand in 2009, under the program of landscaping strips along highways. A monitoring system has been developed and implemented for operational control over the quality of surface and groundwater in the region of the Company's activities. As a result, the volume of new products will increase by 960 thousand pieces and will amount to 2.86 million car and light truck tires, which will replace the outdated cross-ply tires. TATNEFT entered the tire manufacturing business 10 years ago in 2000, when the Company acquired shares of the tire company from the Government of Tatarstan. The total investment of TATNEFT in the development of OAO Nizhnekamskshina amounted to about 30 billion rubles. The first significant project in this program was the production of high-performance radial passenger car tires under the new KAMA-EURO brand. By the beginning of 2008 the volume of production at OAO Nizhnekamskshina increased by 50% compared to the level of 1999 and reached 12.5 million tires per year. Despite the global crisis the share of the Kama plant production in the total output of domestic tire manufacturers rose to 41%. This happened due to increase in the share of innovative products at OAO Nizhnekamskshina in 2009 by 36% of the total production volume. A new phase of investing was putting into operation a factory of solid steel cord tires in December 2009. This project could be called an innovative breakthrough at the entire country scale, since such production in the territory of Russia had not been implemented in full volume ever before by any of the domestic tire manufacturers. The issue of state support becomes increasingly urgent at the present stage of development of the tire industry in Russia for domestic producers of high quality import substituting products with protection of Russia's market from importing tires of poor quality often sold at dumping prices. This problem is discussed today at the highest level, and OAO TATNEFT has been actively participating in solving this problem. In 2009, restructuring of the Company and the oil service entities continued. A new scheme of relations between the structural subdivisions of OAO TATNEFT and service businesses was establishing and improving. In these conditions the management system of industrial and occupational safety should become a part of the unified well functioning production safety system of OAO TATNEFT. The targeted and efficient operation of production control services in recent years resulted in reducing violations of the industrial safety requirements in hazardous occupations. A range of activities was implemented to improve conditions and labor safety at the facilities and workplaces in the structural subdivisions and service enterprises. The Company continued renewal of the drilling rigs and the well workover units stock. The workover and drilling crews were equipped with video surveillance systems. About 6 thousand line vehicles were equipped with systems of satellite transportation monitoring and about 500 workstations for professionals of the motor transport companies were established. It makes possible to effectively monitor the work of transport and qualitatively perform analysis of the road safety. Application of metal/plastic pipes and pipes with polymer coating, as well as application of the inhibitor and galvanic protection allowed a 16% reduction in the oil gathering system failure rate. Implementation of an extensive environmental safety program continued. Cathodic protection was arranged at almost 1.2 thousand wells; more than 520 km of anticorrosive performance pipes as well as more than 5.8 thousand tons of corrosion inhibitors were produced. The work on removal of corrosive liquid and release of more than 300 km of inactive pipelines was performed. Methods of nondestructive testing were applied to verify the state of 2.2 thousand km of pipelines. Detailed expertise of industrial safety and technical diagnosis of about 4 thousand sucker rod pumping units, almost 10 thousand wellhead equipment sets, more than 950 vessels operating under pressure, about 400 lifting mechanisms, 120 well workover units and 40 drilling rigs were performed. To ensure healthy working conditions the Industrial and Sanitary Laboratory performed about 19 thousand studies of chemical and physical hazards in the work sites at the facilities of TATNEFT. The persistent work in this area resulted in reducing the levels of noise and dust. The integrated industrial, occupational and environmental safety management system of OAO Tatneft successfully passed recertification audit in September 2009 and the Company obtained new certificates of conformity to international standards. Due to the high content of nitrogen in the associated petroleum gas the increase in recovering target components, including ethane, will lead to formation of large amount of low-calorie dry stripped gas for combustion purposes. This has been a reason for selecting cryogenic technology with an internal refrigeration cycle. This technology involves separation of gaseous nitrogen from the hydrocarbon liquid at temperatures below minus 180°C followed by separation of the hydrocarbon mixture into methane and ethane fractions. It has been decided to implement a project of intensifying the recovery of ethane in 2 aspects: increasing the reliability of existing process units, construction of a new cryogenic plant, which allows to increase the recovery of ethane up to 91% of its potential content in raw materials and bring the calorific efficiency of the dry stripped gas in compliance with the requirements of OST 5140. The Minnibayevo gas refinery desulfurization unit process flow diagram was improved earlier. This enabled to improve the quality of cleaning and drying the gas, increase the life of the pipeline and significantly reduce emissions of sulfur dioxide to the atmosphere. Upgrading of Gas Fractionation Unit GFU-300 was implemented with replacement of the ASU TP (automated process control system) and the PAZ (emergency shutdown system) with application of modern microprocessor based technology, improving of the unit’s contact devices was also performed allowing to increase its raw materials loading capacity and to improve the production efficiency. The Minnibayevo gas refinery, which is a part of the "Tatneftegazpererabotka" Administration of OAO TATNEFT annually processes about 680 million cubic meters of the associated gas and 285 thousand tons of natural gas liquids. This amount represents raw materials to produce liquefied gases (fractions of propane, iso-butane, normal butane, iso-pentane), ethane fraction, dry stripped gas, stable natural gasoline, hexane fraction and technical grade sulfur. The average production rate of the new wells put into operation after drilling amounted to 9.5 tons per day. Application of the enhanced oil recovery methods accounted for the production of about 45% of the total volume of crude oil produced. In 2009, more than 18.4 thousand tons (over 38.1 thousand tons of oil from the beginning of pilot operations) were produced at Ashalchinskoye field and 5 thousand tons of extra-viscous oil were produced at Mordovo-Karmalskoye field. TATNEFT produced 25 million 850 thousand tons of crude oil, an increase of 84 thousand tons over the previous year. Since 1994, during the period of the oil production stabilization TATNEFT’s crude oil production had increased by 9.3% or by 2.2 million tons in aggregate. In 2010 the total aggregate production of the TATNEFT Group, including oil production in the Samara and Orenburg regions, amounted to 26 million 106 thousand tons. Natural gas production was 292 thousand tons, the production of associated petroleum gas was 756 million cubic meters. TATNEFT continued active work on implementing its strategic goals, i.e., increase of hydrocarbon reserves in 2009, including outside the Republic of Tatarstan and Russia. The Company discovered 16 new oil fields, including 10 fields in the Republic of Tatarstan, 3 fields in the Samara, and 2 fields in the Orenburg region. The Company discovered a new oil field in Syria and drilled 4 exploration wells, with debit of up to 150 m<sup>3</sup> per day. Two exploration wells were drilled in Libya. Testing of the first well demonstrated the crude oil inflow in the amount of 103 m<sup>3</sup> per day, while the second well development yielded 130 m<sup>3</sup> per day. Consistent implementation of geological exploration provides stable increase of recoverable reserves for TATNEFT in the amount that compensates current crude oil production. Increase in recoverable reserves of the crude oil and condensate totaled 62.6 million tons in 2009, including 44.4 million tons increase in the Republic of Tatarstan. According to an independent international petroleum engineers firm Miller and Lents the total proved, probable and possible crude oil reserves of TATNEFT amounted to 1.061 billion tons as of the beginning of 2009 without taking into account the reserves increase over the past year and the discovery of the South Kishma crude oil field in Syria. In addition there are significant resources of extra-viscous oil in Tatarstan estimated from 1.5 to 7 billion tons. The program of works for the development of these reserves continued at Ashalchinskoye field during the past year. The volume of oil production from the three pairs of wells amounted to 18.4 thousand tons in 2010. In total the amount of 38 thousand tons of oil was produced from the beginning of the pilot area development with the average daily per well production rate of about 30 tons. A large range of works was carried out in 2009 for the construction of the TANECO complex of refineries and petrochemical plants with erection of the main technological equipment, such as CDU/VDU-7 (ELOU-AVT-7) installation and the infrastructure facilities are at the final stages of construction. The first stage of the plant’s complex is scheduled to be commissioned in 2010. The network of the Company’s petrol stations was developing in accordance with the strategy adopted with their total amount reaching 624 units by the end of the last year. In 2010 the volume of retail and small wholesale sales of oil and gas products in the Russian Federation reached 1.5 million tons. TATNEFT together with its strategic partner, Germany-based Continental AG, completed construction of the steel cord tire factory in 2009. This project can be considered an innovative breakthrough for the whole country. The total amount of TATNEFT’s investments into major projects in the tire business over the 10 years accounted for 28 billion Rubles. This permitted to annually increase the pace of production levels and ensured an increase of 150% in tires production by the beginning of 2008 as compared to the 1999 level. TATNEFT completed 2009 with good financial results, which demonstrated sustainable and stable development of the Company. Net revenues from sales of products are expected to total about 220 billion rubles. The Company expects to receive about 70 billion rubles of pre-tax profit. The amount of taxes and payments to the budget of all levels (including VAT and export tax) is expected to total about 170 billion rubles. The delegation also visited a plot at the Ashalchinskoye field, where pilot operations are on the way to recover extra-viscous oil and where the only in Russia slant mast drilling rig operates for drilling horizontal wells. The delegation was given a chance to get acquainted with the whole complex technological chain of registration and control of the crude oil produced with application of advanced technologies from the wellhead to realization of marketable products to Transneft system. Possible measures of the State support to increase production from small fields, enhanced oil recovery, development of extra-viscous oil fields, as well as development of the small and medium-size businesses in the oil sector were discussed in the course of the working meeting together with the top management of TATNEFT. The meeting participants noted that today with increasing depletion of the main large crude oil fields in Russia the development of small fields with hard-to-recover reserves, the share of which in the country is quite substantial, is becoming increasingly relevant. During the final meeting with Shafagat Takhautdinov, General Director of the Company, it was stated that the solution of all the above mentioned problems is only possible under the condition of joint work together with the concerned ministries of the state and subsoil users. The parties agreed that, given the complexity and capital intensity of new technologies introduction allowing to more effectively and efficiently exploit the mineral wealth, high unit cost of development and construction of small fields, there is a need for governmental support at the level of economic stimulation and tax incentives application. The top manager of the Company has been awarded for the arrangement of the electronic trading system at the construction site of the TANEKO Complex of refineries and petrochemical plants (Nizhnekamsk, Republic of Tatarstan) with TATNEFT being the main coordinator of the construction. About 70 million rubles are spent here every day, and the e-information system allows to significantly accelerate the procedure for procurement of materials and components, as well as to ensure its transparency and maximum participation of domestic enterprises, and in general to significantly decrease total costs. The cost effectiveness of the system's application amounts to 30%. *OAO TATNEFT provided the TANEKO project financing in the amount of 74 billion rubles in 2009 (126 billion rubles from the beginning of the construction).
